Cutting CI/CD Costs by 50%: What Actually Works
When a company tells me it wants to cut CI/CD cost by half, I usually hear one proposal first: run fewer tests. That sounds efficient in a spreadsheet and usually fails in production. The cheaper pipeline is not the one with less confidence. It is the one that spends runner minutes where they matter and removes waste that nobody would defend out loud.
I have helped three SaaS teams move from roughly $18,000 a month in pipeline spend to under $6,000. The savings came from a small set of levers that work repeatedly, not from heroic one-off cleanups.
1. Start with the five levers that consistently pay back
Most teams spread their effort too widely. They tweak YAML, rename jobs, and move steps around without touching the largest cost drivers. The biggest savings usually come from a short list:
- Test parallelism sized to the actual bottleneck, not to an optimistic diagram.
- Dependency caching that avoids repeated cold starts for package managers and build tools.
- Test impact analysis so unaffected modules do not run full suites on every commit.
- Eliminating unnecessary macOS runners, which are expensive enough to distort the budget alone.
- Replacing noisy schedule-based jobs with trigger rules tied to code paths or release events.
I rank these by typical ROI because teams need order, not a brainstorm. Parallelism and caching usually return value in the first week. Runner class changes can cut deeper but require better ownership and sometimes product negotiation.
2. What does not work nearly as well
Simply cutting tests is the classic false economy. Teams celebrate the first drop in billable minutes, then spend the next quarter paying for escaped defects, manual checks, and emergency reruns. The true cost moves out of the CI bill and into engineering attention.
Another weak tactic is endless micro-optimisation of single steps. Saving nine seconds in a formatting job feels good but rarely changes the monthly line item. I prefer changes that remove whole categories of unnecessary execution.
3. Diminishing returns arrive earlier than people think
The first 30% of savings is usually straightforward. The next 20% requires discipline. After that, the team can start spending a week to save what amounts to lunch money. That is why I recommend a curve-based review: plot effort against expected monthly savings before approving another pipeline initiative.
One client reduced build time from 21 minutes to 11, then spent another sprint chasing 90 seconds. The financial value of that last sprint was smaller than the value of stabilising flaky UI tests they had postponed.
4. Cost attribution changes behaviour
If pipeline cost sits in a single platform budget, application teams rarely feel the consequences of unstable jobs. Once we attribute spend per repository or per team, discussions improve quickly. Owners stop describing reruns as bad luck and start treating them as operational waste.
Good attribution does not need to be punitive. It just needs to be visible enough that a 17% failure rate is recognised as both a reliability issue and a cost issue.

The practical target is not the cheapest possible pipeline. It is the cheapest pipeline that still gives trustworthy deployment signals. Teams that hit that balance usually save money because they removed duplication, idle waiting, and unnecessary trigger volume, not because they stopped checking important behaviour.
That distinction matters. Finance teams want lower spend, but engineering leaders also need fewer surprises. The optimisation work that survives scrutiny is the work that improves both at once.
